That's a difficult one to answer with very little information about what you want to use it for and on what camera. The generic all brands answer would be the standard kit lens that comes with the camera. As a first lens it's ideal as it's likely to be a 17-55 or 18-70mm. Once you have used it for a while you soon work what you next want (whether that's wider, macro or longer). If you are interested in something like wildlife then you may want to start with something longer like a 70-300 rather than a 17-55 but most cameras aimed at beginners could with a kit lens.

It may help if you expand on your questions rather than just post several 'what is best' question threads, you may get more of a response and good answers to your questions. It's difficult to give any advice if there is little information on intended use, subject interests and if you already have a camera (what brand).

A lot depends on budget - given you appear to be a Canon user, probably the 18-55 then 55-250, both very cheap - not the best lenses in the world, but they'll get you going.
 
Which camera are we talking about & your interest ?
 
I'm not sure if this user is real, he's posted 4 threads, all really vague. Strange.
 
Best lens all depends on what your camera and budget is, Plus what sort of lens your after ?
a standard zoom, prime lens, ultra wide etc: what do you like taking photos of :)
