Ok folks I need you help. My girlfriend I recently moved in to a new flat. The complex is a new build that has private ownership and housing association rental sharing the same facilities. We are renting from the association. Each flat has their own allocated parking space, so far so good I hear you say.
This is where the issue comes in. Both of us have cars. 2 cars in to 1 space just does not go (even my maths skills can do that sum!). The complex has only 6 visitors parking spaces for somewhere in the region of 200 properties, and one of the visitors spaces is a marked disabled bay (is there a legal requirement?), so down to 5 visitors spaces really.
The complex parking management has been passed to a third party company who have issued a parking permit to each flat with their allocated parking space number on each permit. We have also been given a visitor parking permit that MUST be displayed on all visitor cars, which MUST be parked in the visitor bays (a pain if you live on the top floor and have to go and put the permit on your mates car).
Anyway the contractors say that they are not responsible for keeping a record of properties space allocation and if they residents are using them. We thought that if we could find a flat that does not have a car maybe we could rent the space monthly/quarterly etc. The housing association will also not help us with this. We have been monitoring the spaces for a couple of weeks now and there seems to be some that are not used, but we can not obtain the info of what flats they are allocated to.
So the parking management starts on 1st May. They advise that residents that park in visitors bays will be clamped, incorrect parking (not in your bay) will be clamped. Obstructive parking (across another bay, even if its your partners) will be clamped. No permit display will be clamped. Charge to remove clamp £120.
We feel that we have been forced in to a corner here. We told the association before moving that parking was going to be a problem (where is it not?) and they have ignored the subject completely. We know that other residents are also facing the same issue. Now it looks like we are going to be held to ransom.
