Adjusting certain colours, easy??

Hi Guys'n'Girls,
Im sure this will be an easy task for the pros.
I have taken a few pictures and would like to emphasize the sky background. I want to make it "blue-r".
What is the best way to do this. It is for work photographs so i will be using work computer, so free/very cheap editing software is essential.

Easy in Photoshop, just turn up the blues in curves / colour balance. Sorry I don't know any cheap / free editing packages as I just use PS. If you post it here though I'm sure someone / me if I'm online at the time would be happy to do it for you.
 
Hue & saturation tool, where it says 'master' click it and a drop down should appear. In this drop down select blues and crank up the saturation, if this doesn't work select the pipette at the bottom of the hue and saturation tool with the + by it and click a few times in the areas of blue that you want to change. Hope this helped you!

EDIT: Sorry thought you were using photoshop! I should have read it.
 
Also, wouldn't it be a good idea to isolate the sky? Select/layer whatever is best. Otherwise, if there's something else in the foreground that's blue, or indeed, any colour that has a predominantly blue component, the saturation of that will increase disproportionately too.
 
If you do not want to get into more complicated editing try Picasa 3 - free download from Google.
Load your picture and select Effects/Graduated Tint
Pick a colour then adjust the Feather slider to adjust how "harshly" the colour changes then adjust Shade to fine tune the colour.
You can adjust where the graduation changes by moving a crosshair that appears on the picture.
If you want more control then Paint.Net or The Gimp may be better - both free.

As Carter said, it would be idela to isolate the skies. Unfortunately i dont know how to go about this. Im new to the manipulation side of things.
Im using Faststone image viewer at the moment.

In that case try Picasa3 as I mentioned earlier - it won't be used by many on here as it is very basic but that does not mean that you cannot get reasonable results with it.
My wife uses it as her sole "editing" program. :)
 
I use gimp and considering it's free it's most excellent, very like photoshop et al
