A good boarder programme/plug in

I am looking for a good boarder plug in or stand alone programme, to add boarders to my pictures... Obviously. Lol. Nothing too pricey, just something fun and easy to use with a lot of options. And I will have my cake and eat it too. Haha. Any pointers would be really helpful.

If you check out action central there was a lot of border action on there last time I looked (a while back I'll admit)
