Hello.

Question 1:
Im currently trying to create my own website to display my images. Ive been working on a wordpress site but the "plug-in" tab on the left does not show up.

Question 2:
Ive downloaded a wordpress theme but I can't find where to upload it.

Then Dashboard > Appearance > Themes and activate the one you have just uploaded

Sorry im new to this wordpress lark. wordpress/wp-content/themes on my desktop ?

Just read this:

"On this version of wordpress (that is free, hosted version) there is no access to plugins or special themes"

:(

You're hosting on Wordpress.com which doesn't allow you to change themes. You need to self host for that
