4K Video Cards

It really depends on what you're using the PC for. If it's not gaming then most current cards should handle 4K. Even the GT 1030 which is the lowest of Nvidia's current range will handle 4K but it may be worth coming up to the GTX 1050 or GTX 1050 TI to get more flexibility in what ports are available. AMD must offer equivalent cards but I'm not familiar with what's available from them.
 
I run a GTX 1080Ti and it's never skipped a beat. Gaming, 4K Video editing & photo editing basically what ever you throw at it, it will handle. If you want something a little cheaper even the "normal" GTX 1080 or GTX 980Ti should be fine. It really depends on your budget and what you intend to use it for :) if it's not for gaming you could get something way cheaper. I mainly use my machine for gaming it's just a bonus that it does everything else to.

Depends what you're using it for.

Even something like the on board intel chipset, i.e something like the HD 4600 will run 3840x2160 on hdmi or display port for 2d work.
 
defo look at the newer Nvidia 10 series stuff like a 1050
