I am quite happy to tell photographers (professional, professional at weekends only, or amateur) that I do not want my photo taken. Since this circumstance has most recently arisen at motorsports events where I'm working as an unpaid volunteer, I add "you're welcome to continue of course, but if you do it means I won't volunteer again."
 
but in actual fact if they have permission of the course organiser/landowner they don't actually need your consent - and if the organiser wants the photos they are liable to say - well p*** off then, or words to that effect if you object.

Of course, that's why I say please.

As anyone that has ever run a motorsport event that is not the British GP or RAC rally will tell you, it is far easier for organisers to find more photographers than they know what to do with than to find enough volunteers to run the event safely, so they will be happy for the workers to p*ss off the photographers, but not the other way round ;)
