Looks like they couldn't definitively prove that she was actually driving so decided to throw the book at her for inciting dangerous driving instead.
While I'd agree a 2 year ban for simply being a passenger and encouraging the behaviour seems harsh, in those particular circumstances it seems fair enough to me.
An interesting point. Lets say the passanger didn't drive or have a licence, what sort of punishment could be given in the place of the 2yr disqual
