Beginner £250 budget, CSC or Compact?

Hello all,

I am looking for a camera that is quick! My current Samsung £80 jobbie takes ages to actually take a photo once you press the button, and then it comes out blurred.
My Samsung camcorder on the other hand take great photos, but its eight years old and they can be a bit grainy.

I have been looking at both compact cameras and CSC cameras (I think that's the right terminology). So really, for £250, I would be looking at a higher mid end compact, or a lower end CSC. I have also seen some DSLRs for £300, I presume I should stay away from these, amarite?

So for my requirements:
  • Takes pictures instantly
  • Good in low light/indoor conditions
  • Good at photographing fast moving humans (my kids)
  • Takes good quality 1080p video
  • Smallish, to carry around in a handbag type bag
What would you recommend?

Oh one more thing, I presume a Sandisk Extreme (60mb/s) 64GB Micro SDHC UHS-I Class 10 U3 card would be perfect for use in a camera?

Next one Panasonic GM1 lightning quick and its tiny but depends wether you want to get into a system and buy lenses. Lastly maybe the Fuji x30 sensor not as big as the others but excellent reviews I used to have an x10 which was great and love the Fuji colours and this has flip screen and wifi.

Lastly you could look at used and get a Fuji xe1 and 16-50 lens for around your budget this has a bigger sensor than all the same as some dslr but in a smaller body.

In relation to dslr nothing wrong with them at all but will you use it and take it out or will you use it to begin with then stop taking it out due to the size. This is what I've done in the past and ended up selling it in the end.

I use this combo as my everyday carry round in the rucksack camera and very good it is too, lightweight is an added bonus
