The Surface Pro is a Microsoft product is it? How well does it cope with Elements? Or will i be better using a different editing/organisation tool?

Walk in daylight at least 1 hour a day (I have dogs so don't look weird ;))

Over exposed for the sky. You could try a polarising filter if there is little between the sky and subject but if the light difference is greater then graduated neutral density filters are the way to go.
I use my 18-200 siggie most often as it's my walk around but have taken images with my 50 and also 70-200 with teleconverter on and been happy.
There are many who wouldn't use anything other than a 10-20; as said above, depends what you want to achieve.
I'm not good at the physics, but my experience is exactly the same. I think it has something to do with our very poor natural vision. I'm sure an optical physicist will be along soon ;)
