Personally I'd go with the Adobe photography plan.If you hunt around there are discount codes for the first year.
Then you get photoshop and lightroom for less than £10 a month.
Then look at YouTube for tutorials from the likes of Phlearn, Serge Ramelli, Julianne Kost and Terry White to name...
I started with Anthony Morganti and Serge Ramelli on YouTube. Both very informative. Can also recommend Scott Kelby's book. Seen a post elsewhere on TP today that the Kindle version is only £6.49 on Amazon.

Have a search on YouTube for Mike Browne. I found his videos really good. I find his teaching style seems to suit me. He has loads of free videos on pretty much any aspect of photography and taking photos.
No the exercises are for you to complete. No one marks them, it's just putting what you're shown into practice and it builds week on week. It's not the same as the free videos but I found it helpful to refer back to some of them at times.
I have done Mike's course and seen most of his free YouTube videos as well.
I have learnt so much from him and would fully recommended him and his teaching methods.
