IS helps give you better results, I would choose it on a lens but it all depends on what you are doing what you are shooting, handheld or tripod.

I would like to get studio setup, can anybody recommend what equipment I should be looking at to get me started, and that I can add to it later if needed

There are some good books for your camera model to explain all the controls, try and avoid shooting in full auto and try and use the creative controls "P" "Av" etc, good luck and enjoy
I shot some pics of my firends dog the other day with my 50mm 1.8 and had it wide open and had the dog nose pin sharp but everything else was not so good, practice makes perfect
I have a SIGMA 18-250mm f/3.5-6.3 DC OS HSM and have been pretty pleased with the results will cost you a bit more than your budget, i would go for a lens with IS
I actually prefer the older memory cards, my canon takes the CF Compact flash and I think they are much more solid, it actually puts me off upgrading and going to SD card
1100D is the entry level canon model now so second hand should be quite cheap, or the older canon 1000D as the entry level or as you say move up to 400D, 450D, 600D
and then to pro consumer 20D, 30D, 40D
