Yongnuo YN-460II speedlite is good for Canon 400D?

It'll work with ANY camera ever made that has a hotshoe, because it's a fully manual non dedicated flash, you do the legwork sorting out power, aperture etc. If you want the camera to work it out for you you need something else.

Sorry for my ignorance. I didn't quite understand your statement.

1. What is ment by fully manual non-dedicated flash

Anyhow, I want to use most of my mode as 'MANUAL' (if I understand correctly, for aperture and shutter speed settings)


2. I want to use this flash for macro to replace my built-in one.
 
He means the camera can't compensate exposure for the flash; you have to set up everything yourself with the flash in mind. Some situations you may be able to get by with trial and error but sometimes you might need to be faster; macro being one of those situations.

You might consider the Yongnuo YN-468. It's a bit more expensive but it features E-TTL which means you can use the flash automatically without needing to compensate for it yourself.
