Yes
I have 3 monitors. I have the taskbar on all 3. I have the same icons on each. The volume control only appears on the primary monitor.

How can I make it appear on the other taskbars?

I've tried all the obvious stuff in settings - but I can either show the volume control on the main monitor or not show it. I can choose different subsets of stuff to appear on the other taskbars but not the sound control. Is there a way to fix this?

It used to be possible until one of the big Windows updates and then the feature disappeared and I never managed to get it back again.....watching to see if there's someone more adept than I.

Apparently not :)

Though you can swap the main task bar between monitors which might solve your problem ( and give you other problems!)

Well that's vexing :( For complicated reasons it's quite significantly annoying.

Does that swap the primary monitor though? If not then how do you do this?

It seems the task bar denotes which monitor is the primary monitor.
I found it mentioned on tenforums
