Who was he??

1970s I bought the Time/Life series of hardback books about Photography. Many had excellent biographies of photographers of the past. I recall a photo of a European man, formal dress, at some Black-Tie affair. It gave him the title of "The Father Of Candid Photography". He had a rare (perhaps even custom made) F/1.8 lens on a rollfilm camera in a time (1890s?) when it was all but unknown. He attended many celebrity events and unknowing, to most of those in attendance, shot candid, low light photos. I have searched for yrs looking to find this Man. Who was he? I seem to remember he was Belgian. I'd bet someone in this well informed group knows whom I speak of?
 
None too sure but if talking about early 20th century.

Sounds like Cartier-Bresson to me.
 
Erich Salomon was the photographer that sprang to mind from your description, but I could be wrong.

Assuming it's the picture of Salomon, then he's holding an Ermanox which first appeared in 1924. Rather than rollfilm, the camera was loaded with 4.5 x 6 cm glass plates, one at a time. I read somewhere that there may have been a magazine loader for 5 or 6 plates but that was the only reference I've seen that mentions such an accessory.
