Adobe Photoshop, probably, but it's also one of the most expensive.
There are much cheaper alternatives available, which probably have 90% of the functionality of Photoshop. Given that most of us will only ever use Photoshop to 60% of it's capability, the alternatives make much more sense if you are on a budget.

It really depends what you want to do.
General crops and tweaks to levels / saturation when you don't have a clue what your really doing have a play with Google's Picasa. It's free and a really good tool for cataloguing your images.
If you want to do more advanced things then you can look at Photoshop Elements (~£70) or it's big brother Photoshop CSx (currently at CS4 - $$$$$'s). For RAW and another good cataloguing tool that's really good at batch processing images look at Lightroom.
Alternatively take a look at GIMP. A free equivalent to Photoshop. It can do a lot of what Photoshop can do. There's lots of advice on the web on how to use it.

It depends on if you want to spend ages processing a few individual images (then you want Photoshop or Elements which is cheaper) or if you want to go through loads of photos, with small tweaks to get them looking good (then you would want, Lightroom/Aperture or cheaper/free Picasa/iPhoto).
if you can aford it & take it very seriously - photoshop without a doubt (much cheaper if you qualify as a student)
Lightroom / elements combo is also good - lightroom is great for workflow if you want to edit lots of photos
budget low - elements is fantastic and can probably do 75% of the stuff a tog would do in Photoshop

Get started with Photoshop elements 6 which is about £25 on Amazon marketplace or version 8 which has very little more to offer.
In reality I think they offer 100% of what you actually need compared to cs4, a little slower for some procedures but what the hell, it's a hobby!!
