What tape to use for sticking down paper backgrounds? Cutting paper rolls?

What tape to use for sticking down paper backgrounds?
I want it easy removed from both the floor and paper without ripping it.
Also has anyone cut a paper roll, i got the calumet 2.72m cheaper than the 1.35 and would like to cut it.
What would be the best way?

It's low tack so with a bit of care you shouldn't rip your paper.

As for cutting use a fine toothed saw. Preferably one with a stiff blade like a tennon saw to make sure you keep the cut as straight as possible.
