What is this?

Trawling through my pics tonight I came across these pics of this which was in a services car park on the 17th of June last year.

Anyone care to guess, It is too big to be set loose in the ocean as a device to send data back, it did not look as if it could have held underwater cameras.
It obviously had nothing to hide as it was,
Has puzzled me every time I come across the images.
