What is the best laptop for my budget.

Hello there, I recently bought a Nikon d5600 and Im reallly keen to go deep into photography, especially landscape, which is my favourite....My laptop is a low budget Lenovo v310 with 4gb ram and I noticed that my photos are looking a little noisy on and the colors look blurred it and secondly, is that I dont have the requirements to run a proper lightroom....
So my question is, if there is a low budget laptop or desktop that can run adobe lightroom and have screen characteristics to show my photos as they are (colors, quality etc.)....if anyone can recomment something affordable I would be greatful.....Greetings to everyone !!!

What do you have in your Lenovo now, the i7's can be up to 3GHz? You can increase the memory up to, I think, 16GB too.
 
I have a Linux powered Chromebox at the Flat, it has various apps that can edit photos such as GIMP (Gnu Image Manipulation Program) which is kind of a slightly less powerful version of Photoshop.
