in photoshop you can adjust the levels [histogram] to get max spread form black point to white along with moving the mid point. By having it on a adjustment layer you can come back to it later in your workflow and make more adjustments
 
Sometimes I found it's better working in layers as say if you make a mistake or something it's easier to delete or go back on an layer than on the background image.

Different people work in different ways though

This is part of the answer. The adjustment layer also includes a mask that you can edit so only a part or parts (you can choose) of the image are affected.

Here was an image from a guy yesterday who wanted to make an image B&W but still have colour. A B&W adjustment layer was used to make a B&W layer adjustment on top of the original colour image and you just paint black (on the white mask) the areas you want to reveal from the image below. If you make a mistake just paint with a white brush to hide the layer below again.

The adjustment layer can be selected and ameded at any time and does not affect the layer below which is in its original form (full colour)_
 
Here's the levels adj layer. Note the histogram. This is the levels adj layer and you can select the layer to edit and reedit at any time. If you say make the image darker by moving the left triangle (creating more black pixels), you can do further edits and later select the adj layer to edit. If you edit the histogram, you can reveal the layer below (original untouched image) by selecting the white mask on the right and painting with a black brush.

What they said.

Working with adjustment layers instead of directly on the layer is considered non destructieve editing (until you flatten / merge down) because you can go and adjust or remove each layer even after you've made many later changes.

My life would be so much harder without them.
 
suppose what i was wondering is, when its called a "Levels Adjustment Layer" is this just a duplicate layer with the levels altered?

I dont actually choose Levels Adjustment Layer, do i?
