It's a camera clamp from many years ago, just clamp it onto a table or similar, it has a crude ball and socket head for adjusting the camera.

I have something very similar, in this case a Leitz one I picked up at a car boot sale some years ago.
It is a bit small to use with most dslrs but works well with my mirrorless X-T1, the screw-in part on the right of the clamp reverses and forms a corkscrew type fitting for screwing into old gateposts and the like.

Well, there were no DSLR's when these gadgets came out, in fact I'm not even sure that there were any SLR cameras, what was in common amateur use was 35mm rangefinder cameras, which in relative terms were very small and light.
From memory, these clamps sold very badly, probably because it was hard to find a convenient table, old gatepost or tree to fix them to, especially as most cameras had non-interchangeable lenses back then, and zoom lenses didn't exist.
