What a tool?

Can anyone identify this tool? I've no idea where it came from or what it does. The blue handle is 60mm long and the grey bit is spring loaded. A google search on 'TG-1' shows up firearms.

Brilliant thanks, but how it cuts pipe I don't know, there's nothing sharp about it. It's probably my son's, he installs pneumatic equipment.
