Clear evidence of deliberate attempt(s) to cover up raptor killings in grouse moors.

 
I think this would be fairly easy to solve - strictly licence shooting on grouse moors and the individual shoots, with all 'responsible persons' (anyone involved in the land ownership, letting and organisation of the shoot) being named on the licence (including the gamekeeper/s). If any shoot is then found to have been involved in raptor persecution (or other serious wildlife crime) then the licence is revoked for a minimum of 10 years on that land, even if it changes ownership (which will both affect the resale value and plug a potential loophole), and all those named on the licence will be banned from holding such a licence and a shotgun certificate (and using a gun under anyone else's licence) for 10 years too. This penalty should also apply if anyone found to be acting in the capacity of a 'responsible person' is not named on the licence for that shoot. Anyone found to be involved in the organisation or operation of an unlicensed shoot will have the above penalty applied, plus an unlimited fine and/or up to 5 years in prison.
