For heavy duty (and indeed very heavy) thick white smooth vinyl on a cardboard roll, Tony Beal ltd, whose main business is doing vinyl for the sides of lorries etc, will ship you a 2.5m wide reel very reasonably

Think my 7m x 2.5m piece came to £70-80 all in (vat, shipping etc) and came wrapped in more vinyl. In hindsight, I should have ordered an extra 2 metres, and cut them off to give me a smaller piece that I could fold up and chuck in a bag for smaller stuff too...
It is very heavy however, you need some decent stands to hold it. I use the manfrotto telescopic background beam (cheers Daryl) and these (if you're a student don't forget to get 20% off with a student discount card...), and use a couple of cheap squeeze clamps to stop it from running off the reel. You do really need 2 people to set this up, it is not a light item, but fantastic quality vinyl
also, while this setup is stable, make sure you have public liability if you're putting stuff above people...
