I designed the governmental versions for Lockheed Martin but still specialise in contracted designs etc
Police don't govern it unless authorised by the CAA or if you are using such to literally enter someones property and monitor them i.e. viewing a celeb's bathroom window if that makes sense.
If you need any advice though, let me know and I'll be happy to help, don't be swayed by the cheap quads as you'll find they're harder to fly with no experience etc!
I fly a home built tricopter and a quadcopter specially built to carry a camera, both of which I've been flying for some time, but they are difficult without experience, even the small cheap ones and you will crash.
A good simulator will help and I do use one regularly, the bottom line is you do need to get as much "stick time" as possible and also fly a good quality aircraft with a decent control system.
