A friend of mine recently went from his 450D to a 60D and is over the moon with it.
It's a larger body, has a higher fps (main reason he wanted to swap) and the better LCD screen is helpful to him, an additional bonus was the swivel screen and the video function.
I have seen a few of these being advertised 2nd hand recently, but if they are outside your budget presently, the 40 / 50D is def well worth looking at and you will notice a difference over your 450D, in size, weight and functionality

I find it much easier to alter the settings on the xxD and 1D series than on the xxxD series due to the rear dial, it makes it much more intuitive. I'm also not keen on the smaller size of the entry level cameras, I find it much easier to hold the larger bodies still. If you haven't held one of the larger bodies it may be worth going to a shop and seeing if you find the larger size comfortable.

I went from a 450d to a 1d mkii which can be bought for £400 or so and in my opinion are a more worthwhile upgrade than to a 40d or 50d, it would depend on what youre using it for though and what lenses you use as ef-s lenses don't fit.
