Yes. just have a trawl through the internet to see all the different types of heads. You may be able to pick up a deal which includes the tripod and the head. A lot will depend on what sort of photography you are into as to what suites your needs best.
There's an ancient proverb floating around here that says that when choosing a tripod choose any two of the following; light, sturdy or cheap. The theory being that if you want light and sturdy you have to pay a lot of money.
I've ended up with two tripods both reasonably cheap (under £100 each) Giottos ones with Manfrotto heads (one with ball head, the other 3 way). One is sturdy but not light, the other is light but not sturdy. I take the light one if I'm going to be carrying it far and the the sturdy one if I'm not. If I had to keep just one I'd pick the sturdy one.
When I first got my camera, I wanted to do some long exposure but didn't know if I'd use the tripod that much so I got one for £10.00 on eBay special that was quite small folded up and unfolded to about 5ft 10. I used that until I broke it (which will happen with cheap things from eBay) and realised from there I would use a tripod more and then invested £100.00 on a carbon fibre one from Jessops.
So I'd suggest buying a cheap one just so you can see if you use it but thats just my two peneth.
