Thoughts on a roof problem(?) please

Part of our roof is plastic(Ithink) covered metal sheet which is secured by bolts -

All of the surface of the sheets and the areas around nearly all the bolts look like when the roof was installed years ago, but around a few of the bolts it looks like this -

It looks like water has got in/around/under these bolts.

I was thinking of possibly scraping away the blistered areas and painting over with something like Hammerite but I'd be grateful for any other suggestions from those who know more than me(ie pretty much everybody)

Take the screws out and make sure that they are replaced (after the repair) with (rubber) sealing washers.Scrape away the blisters, apply a rust killer, followed by a "proper" oil based undercoat and gloss paint or a plasticised paint. The modern Hammerite is s+#** due to H&S taking all the good stuff! Drilling the sheet for the bolts, leaves the edges prone to corrosion/rust and they should be treated but rarely are.

As Mike said, this looks like corrosion has spread from the bolt-holes. remove bolds, grind or sand down, file the edges of the bolt holes to leave them smooth with no raggedness, apply an anti-corrosion agent like ACF-50, then paint over with ideally zinc-oxide paint followed by regular paint. However if you have a plastc film on the metal, that complicates the blending in of the surfaces.
 
Glad you know how to proceed. My suggestions might be a bit OTT - they come from a numb er of years spent building an aluminium light aircraft!
