I come across this quite a lot.

How would I go about removing the blue rope in photoshop? Is it easy or am I needing a 3 year course? :lol:

Clone stamp is about the only way
Fairly labour intensive and is some areas the spokes for example,
it will be a right pain in the ass
 
I'm not bad at the clone stamp when it's grass etc but as you say it's harder when there is more detail involved.
 
I wouldn't necessarily go to the trouble of removing it , but maybe selectively desaturate blue/cyans to make it less of a distraction.
 
Try this first, select the blue rope bit (with whatever selection tool you like ) expand it a few pixels and feather a little, transform the selection and move it down just off the rope, now copy and paste and move that back up over the rope. It should cover most of it fairly well, use the clone tool to tidy up any bits that look wrong. This can save a lot of time if it works. Wayne

I only used this pic as an example, sometimes it's not too bad sometimes it's across the riders face, it's just one of those things that goes with that type of event. I also come across it at equine events, it's also a part of horsey shows along with rows of blue toilets and burger vans that seem to move themselves around the venue to get in the shot! :bang:

I try to position myself so that this is avoided but it can't always be done.
