Tamrac backpack Expedition 8X liter capacity?

Hi, need a rain cover for my Tamrac Expedition 8x but don't no how to work out the liter size and all the rain covers seem to be liter sizes, external size is 13 x 22 x 13.5 inches, so can anyone help please?

Multiplying 13 x 22 x 13.5 gives the cubic inch volume which converts to the litres given above.

Interior is 11 x 20.5 x 6.3″ (279 x 521 x 160 mm); 23.3L... exterior measurements include the straps/belt/pockets/etc.
