Paul, hello again.
Fort Perch is a lot nearer to Preston; Talacre will be quite a hike. Even so you are talking of maybe 1.5 hours drive through Liverpool and the tunnel. In addition Fort Perch has man made concrete groynes that are quite geometric and can be used to good effect.
Sunset on Tuesday is 8.37PM Low Tide is 6.13PM with High Tide at 10.52PM. That means that at sunset the water will be half way in and half way out. That is probably one of the best ways of photographing it. There remains interest in the foreground.
Unfortunatley the weather up here has been little more than a dull grey blanket for some time now and the forecast isn't for much improvement. So you might not get a colourfull sunset but you stand a chance of some good mono conversions and 10 stop shots.

Afterwards we can go to the Waterfront by the ferry terminal (if you know the way!) and do nightime panoramas back across the Mersey to capture the Liverpool waterfront.
I live roughly half way between Preston and New Brighton so can arrange a meet if you like and can guide you through the labyrinthine streets either side of the tunnel. (Public Health Warning...I've only just left my sick bed so won't be bouncing through the surf!)
