I've got some stand that have 1/4 long screw instead of 5/8 light stand studs.

I wanted to convert the stand to light stand so i can clamp the brackets on.

I've order one of these 1/4 - 3/8 adapters but it doesn't screw right down to the bottom, it only screw a little bit on the top ......

Do i need a different adapter?

If you screw it down tight / threadlock it you'll probably be OK. Or, get some washers to pack out the empty space.

Or hacksaw down the 1/4 bolt - done that many times, though others probably prefer the non-destructive approach and if you intend to use them as BG poles again, probably not wise.

basically no way to screw it right down, it can screw a little bit, thats it ..... look like i need to saw it down.

you could always use another same thread nut to take up the extra thread before you screw the adapter into place
it will give you something to tighten the adapter against

Non destructive option a length of tube (I would try copper water pipe perhaps 15mm) to act as a sleeve for the original bolt, might do the trick :-)

If I understand correctly, the stands have what looks like a decent 1/4" thread on top, but the adaptor does not screw down onto it.

To me it sounds like the £1.99 adaptor from China wasn't machined properly!

You should be able to check this by sticking your camera directly on the stand - if that screws down OK, then the stand has a reasonable 1/4" thread.

If this is the case, simply get another adaptor - there are a number of them available.
