No because unless I've never found it on mine the 430EX2 has no wireless capability ;)
 
according to this video ive just seen it does fire wirelessly from a 7D
so not sure then about the 450d ....need to forward the video to 4 minutes to see the guy doing it

The 430EX2 can operate at a slave flash i.e. will fire off another flash being fired I believe but this should not be confused with receiving a wireless communication :)
 
430EX2 will operate as a wireless slave off any Canon-compatible master unit, using near-IR light-code control signals. Such as a camera with master pop-up (7D etc, but not 450D), or master gun like 580EX, or dedicated master unit like ST-E2.

There are numerous advantages to using radio triggering though, either basic all-manual jobbies (dead cheap) or Yongnuo 622 with full auto-TTL (still very affordable) or similar.
 
A pair of YN 622s is cheaper than an ste2, and considerably cheaper than a 7d, they're also loads more useful.

Of all the reasons to upgrade to a 7d, firing a flash wirelessly has to be about the least useful.

The brilliant AF, better build quality and general usability make it a great choice, but remote flash is something better done with radio signals.
 
The 450D can't transmit any communication to an off camera flash without you buying a transmitter or cable of some kind.

The 430EX II can receive off camera flash communication without a cable - but only the light based one, not the newer and better radio system.

As Phil has said above you're better off with some radio triggers. You can get wake/trigger only ones like the RF603 models cheaply (£23 a pair or something like that) or you can get ones that will allow you to control the flash from the camera like the 622 if you don't mind spending more money.
