I did mention drones but he said in some situations they have to get over the side of the Bridge/Pier/ building in order to clear a lot of the gunge away before they can see the structure !

A photo I took from under the Pier. Although in this case the water only comes up 10 foot or so, it sort of shows that you may not be able to see the real structure !
