I've done a search here but the result wasn't clear. apparently (apparently) microsoft's store has software, but download links are too easy for MS

I was using "time lapse tool" before they decided they wanted a lot of money for it. stitching a series of jpg's together, surely not a multi-$/£ ask? have done vague google searches. always comes up with the same non-useful links. Ive got between 30 and 400 jpg's to link, with anything between say 5 and 20 images per second, would like to make a 720p video from it

LRTimelapse is very good...the "free trial" is basically a fully free version up to about 400 images if I recall correctly.

It has a bit of a steep learning curve but it's very comprehensive, and there are tutorials on YouTube.
 
Ffmpeg. It's a commandline tool, but I'm sure some enterprising soul has written a GUI wrapper.

It's not hard to find example commands for turning multiple JPGs to MP4 though
