Soft, misty backgrounds & sharp subjects?

Not sure send the Flickr account user a message and ask, wouldn't mind knowing myself :)
 
Almost all of her photos have that kind of effect though, and as we live in the same town I can say with some certainty that we don't get mist that often :) We're not really close enough for me to ask her myself, thought if anyone here knew what general tweaks would get an effect like this it'd be really helpful :)
 
Perhaps it's more to do with how the original image was shot than how it was processed - looks to me as though flash could have been used to highlight the girls:shrug:

Adding a graduated white layer to the background and dropping the opacity could get you there, maybe add a little noise to it also. There are ready made plug-ins that will do the same. Color Efex Pro is one of them that I know of.
 
I'd say it's a very nicely judged use of light. Putting the subjects in white tops helps, and I suspect reflectors/ fill lights may have played a part. A fair amount of light seems to be coming in from around the 1 o'clock area (look at the shadow angles).

You can get something along these lines in post using the Orton effect (google for tutorials).

nb: The girls seems to have trees growing out of their heads. Careful photographers really should try to avoid this sort of thing.
