Smartphone help needed

I had to phone my car ins people yesterday, so I came up against the inevitable option number thingy to get the correct service, so I entered 2 on the keypad (it didn't ask for 2#) and waited, but it then asked me to enter the number again which meant it was now 22. So, what was I doing wrong? What has changed since the good old days of my £15 Nokia?
It is a Samsung by the way - not that that should make any difference.
 
I try to avoid if at all possible ,PayPal is a good example they try it on I just say in a clear voice "I want to speak to a human " always works they must have the software built into the systems
 
On a lot of these if you ignore the options eventually you get to press 0 or hold to speak to an operator.
The one that really gets me is if I ring my bank it rabbits on about use our app and online chat, it then asks if you have the app, if you say yes or press 1, it terminates the call, if you say no eventually you get to speak to a person.
