Signature and frame in PSE

Hi,

I've spent the last two hours trying to get a nice frame around my pics and a signature in the frame, without much succes.

Anyone that can help me out? I use Photoshop Elements 7

In cs3, you go into image > canvas size then adjust the size and colour to add a border.

Does elements have the canvas size function?

Its for Photoshop 7>, but some of it may be similar for PSE.
