Both, quite possibly.

Lightroom by default does a little sharpening, which I suppose counts as capture sharpening. (See here for example on three types of sharpening - capture, creative and output sharpening.)

Creative sharpening might be done in Lightroom or Photoshop. (I don't do any by and large, but that may depend on the type of images you work on.)

I believe Lightroom's output sharpening is weak. I do it in Photoshop, as the last step, following resizing to the required output size. (Well, the last but one thing I suppose if it is for a print, in which case my last step is to convert the image using a printer profile.)
 
If you an stand it check out real world image sharpening by Bruce Fraser and Jeff scheme, tho a full book on sharpening is not the most exciting prospect, it will probably save a lot of messing an ruined images in the long run
