Sharpening in elements 9

I wonder if anybody else has experience of this or maybe I'm doing something wrong.

When I come to sharpening my image, all looks good in the preview but then when I apply the sharpening once i'm satisfied it go's softer again.

I do flatten all my layers and am sharpening the back ground layer but it seems to do this when both sharpening with adjust sharpening and un-sharp mask.

Any advice or feedback would be most welcome

You main sharpen should be more or less the last thing you do, flattern your image , resize it if needed then view it at 100% and sharpen it. Photoshop doesn't correctly show sharpening (or noise reduction) at other sizes than a 100%, although it's pretty close at 50% 25%, in between sizes don't display it properly at all.
