Assuming you're talking about the Second Severn Crossing. There's a footpath that runs along the shore of the estuary from Severn Beach north. It runs under the bridge and a favourite spot for many seems to be somewhere along that path just to the north of where it emerges from underneath the bridge. The bridge itself curves off to the north as it heads across to Wales so it seems to be a sensible viewpoint.

Don't know if there are actually any car parks in Severn Beach.......its not exactly a humming metropolis! Plenty of on-street parking. Google Maps is your friend.
There's plenty of on-road parking at Severn Beach and the walk to the bridge isn't that arduous, but to get under the bridge you need to park further up where parking isn't quite so easy around Shaft Road...
Personally I think there are better views from the Welsh side for both bridges.
The curve of the second bridge looks much better in my mind from Wales and directly underneath the original bridge looking across too.
Just means either a longer drive or paying the toll unfortunately
