I was asked to scan this pic and print it slightly larger...It's a really small pic and in some state. So I thought while I had it I'd give a go touching it up so to speak.

This is the original and if youd like to have a go, then feel free.

And this is my attempt, Bit dark on the right side of frame maybe?

Impressive Ken but yes to dark for me on the right hand side;)
 
The first thing I'd do with that Ken is convert it to sepia which hides the brown staining and suits the subject nicely?

To do a real good job you need to do the biggest scan possible so that you're repairing the damage hugely magnified, then when you print the shot at a reduced size, any repair work should be hopefully invisible.
 
I've had a quick go, using mainly the clone stamp tool often within selected areas and then de-saturated the colour, sharpened and added a border.

And in this one I've tried to age the colour without making too sepia-like.
