No is the right answer, short and to the point:)
For safety reasons it can only be EITHER charging OR in use, but not both.
In practice, where mains power is available you plug the charger in. When the model disappears for face painting or to change clothes simply switch the unit off, it will then be charging until you start using it again, guaranteeing that you won't run out of power.

considering it for events use vs a dedicated mono bloc

I want battery power other times hence why considering the safari vs a battery generator

Perhaps a suggestion to Lencarta, to make a powerpack that doesn't have a battery but runs from the mains. It would make the system more versatile.
 
What I personally would like (and I'm speaking for myself not Lencarta) is a powerpack that can run from either - i.e. mains power in the studio, to get fast recycling and powerful modelling lamps, and the ability to switch to battery power when out and about.
It's technically feasible, but the cost...:'(

It would compete with the bowens gemini r or gemini pro range which is expensive to say the least once you add a powerpak. Slightly different setup but with the same results.

me too, doesn't rule lecarta out at all and its gonna be an end of the month purchase anyway

Just working out which will suit my shooting style as the lencarta is more portable but a dearer hit and less suitable to indoors and pos less powerful

Also cost isn't a problem for that, use the af detect on an rf602 to switch off charging mode automagically, theres a switch I'm guessing.
