Sorry for the link, I posted it on another forum.
This is the method I use.
Sharpen in LR6 > export to PSE13 as TIFF > resize and sharpen as above > save as high IQ JPG for uploading to Flickr.
If one has PS or PSE, then the 'Actions' are well worth installing....IMVHO.
