I'm just wondering if anyone has a method of polishing out scratches on Cokin / Hitech filters? Is there some magical repair liquid similar to what you can use on CD's? Any help appreciated.
Any cleaner you use will be abrasive. It'll screw up the surface of the filter and render it useless. As sSteep says if it's affecting the image, it's time to buy new
If the scratches aren't deep use toothpaste-gently rub a blob of toothpaste around the scratched area, after a while (and sometimes takes a long while) the scuffed area will smooth out.

Think I'd go with the don't bother approach. Ignore what it looks like and go by whether you can see any effect from the marks on the image.
Metal polish like brasso will remove scratches from plastic but it does so by removing material around the scratch so will probably ruin the filter anyway!
Think about it .... those scratches are so close to the sensor that the depth of field of your lens would have to be unbelievably deep for them to be visible.
So ... if ithey're sratches on a cheap filter, replace it ; if not, you can probably live with them.
Use T-Cut it works very well but can be a bit harsh. I'd also recommend a trip to Pets at Home and picking up a sachet of Biorb scratch remover which worked very well on my Biorb fish tank which is made of acrylic.
It's worth a try at least if they get wrecked you can say you tried before you throw them away.
