I have a very old Canon camera manufactured in 1963 (Canon Canonet Junior) serial number: 250159, the camera needs maintenance and spare parts. I visit Canon in my country Kuwait and they inform me that they are unable to repair this camera. kindly please advice me.

It pains me to say it, but there's no point repairing it.

If it's of sentimental value then keep it. Otherwise I'm afraid you may as well chuck it away :(

Just this morning I saw a Coronet in very nice condition for sale for £30.

You would be better off trying to find a independent repair service as they may have parts etc from other cameras to repair yours. I don't know any Kuwaiti camera repairers though! For all you know it might be repairable.

Can you please advice me for any independent camera repairing centres that might fix my camera even if its out of Kuwait.

For a camera that old you don't usually tend to find 'service centres' as such for them, but there are a lot of independent small companies/repairmen who will usually work on them.

The guy that a lot of us in the Film and Conventional section tend to use is Miles Whitehead (in the UK) as he does everything from 1800's plate cameras, right up to the latest digitals. Send him an email asking for a quote for the service/repair although I expect he will ask you to send the camera to him to assess it if it requires parts etc for a proper quote and for him to determine whether it is repairable.
Miles does an excellent job for a lot less than most other repair services although I would expect to wait several weeks for him to do it as he is a quite a busy person with his repair work.
