Simply the best available but consider the M3 if ultra-fast focussing isn't a requirement.

Depends on how low your budget is. In terms of the one inch sensor cameras, a used RX10Mk3 will cost you around £600, but that may be too high. A good used Panasonic FZ1000 will be maybe £350-400, the newer version a bit more. I’ve got the Sony and it’s a remarkable camera, but I did look at the Panasonic.
Beyond that, you’re looking at smaller sensors which may well be perfectly fine for what you’re after and cheaper as well, but I don’t know anything about those.
