Does not look to me like Photoshop is free
And if our colleague is just starting he does not need Photoshop for sure. Maybe Lightroom, but not the entire mumbo-jumbo that Photoshop is...

Well, to be honest it does not make much sense to use it; better to use built-in queueing in Camera Raw... One step less.

Built in queueing? You have lost me with that one i'm affraid
Select multiple files with Bridge. Open them in Camera Raw; the queue will be build on the left. Edit them the way you want, one by one. And then select them all, click "Save images" - and go for a coffee, or click "Done" and edit another batch (ACR will work in the background).

RAWHide
RAWDrop -> you might want to grab the newest dcraw from here: http://www.lebsanft.org/blog/?tag=dcraw
UFRaw -> you'd need a batch script to allow drag and drop capability and default settings for the batch. I can send you my scripts for that along with a nice defaults file if you'd want me to.
RawTherapee doesn't do batch processing in a very sensible manner, but Gábor is working on it.
