Quick question!

I was just wondering if the canon 400d with a jessops 2x teleconverter (for canon) and Sigma 70-300mm f/4-5.6 DG Macro lens would all work together?

The Jessops 1.4x converter works with my APO version of the Sigma 70-300 lens.

As Mik said you will lost stops I bought the sigma 170-500 to get that length

How about 750mm f/7 for £130?

Forget about Sigma 70-300 mm and TCs or close-up lenses. The image quality will be poor with those. Usable, perhaps, but not very good.
