Open the picture in your image editing application. If you don't have one, download the free FastStone Image Viewer.
In FastStone, right click on the image
Mouse to Edit>Resize/Resample.
Choose how you want to resize it, and fill in the appropriate boxes. Make sure the "Preserve aspect ratio" box is ticked.
Click OK
If you want to keep the original image as well as the resized one, you'll need to Save as.... rather than Save, which will replace the original image with the resized one.
If you're using a different application, you'll probably find the resize option under an Edit or Image menu. Open the Help file and look for resize.
Use the save for web option and it will open in a new window, to the right you will see the box where you enter the size you want, there is also a quality slider, if you adjust this you will see the file size just below the image, higher quality will result in a larger file size.
